Options -

#1 : The very next time your cat does this, give the cat a bath. If it
happens again, do the same. This will put to the cat's memory some very bad
moments occurring when he/she does the deed. Bathe the cat immediately.
This way, their prior events will be fresh in memory.

#2 : Place the bag somewhere the cat can't reach.

#3 : Place the cat somewhere the bag can't reach. It's possible your bag
knows catese, but only enough of a broken sentence which sounds to the cat
something like "Hey! Come pee inside me!"

#4 : Bait and switch. Find another bag, something similar, to distract your
cat from the "real" bag.
