Because they bought a Nikon camera and expect that they can obtain service
from Nikon. They don't make the distinctions that you want them to make.
They don't think, "if I buy a Nikon U.S.A. camera then I get service from
Nikon U.S.A., but if I buy a used Nikon camera on eBay and it turns out to
have originated from outside the U.S., either because it was bought outside
the U.S. or because it was grey market, then I must send it to Japan for
paid repairs."

It is somewhat reasonable for Nikon U.S.A. to not provide in-warranty
repairs for cameras that did not come through them. It is not reasonable for
them to refuse out-of-warranty repairs. But it is legal for them to do this.
Just stupid.
